What are the three regimes that control the development potential of lands in Hong Kong?

1. Planning

Town Planning Ordinance (TPO) (Cap.131) - it is a law

Authority: Planning Department (PD)


What does it control?

- Use of the development

- Site Coverage

- Plot Ratio

- Building Height


2. Building

Buildings Ordinance (BO) (Cap. 123) - it is a law

Authority: Buildings Department (BD)


What does it control?

- Site Coverage (According to height of the building)

- Plot Ratio (According to height of the building)

- Storey Height (eg. 2.5m - 3.5m for domestic buildings)


3. Lease

The contract when you acquire a piece of land. The contract is called the lease. It is a contract that is formed between the Hong Kong Government (Lessor/Landlord) and the other party (the lessee/tenant). In private development projects, the lessee is usually the developer.
